What if Bush refuses and Clinton does testify?

I hope President Clinton publicly states to everyone that he will go before the Commission to testify and that he will cooperate as fully and completely as possible. I hope he orders that if the Commission wishes to probe any Clinton Administration documents stashed at the Archives or in his Library in Little Rock, they may so at any time.
