Tired of footing the bill for civil judgement against overzealous 'law enforcement' officers? Have you had enough of paying their salary for 'not working' during 'investigations' then forking over hundreds of thousands in legal fees & civil defense? ...only to have the SAME officers repeat their actions costing society billions of dollar$ annually?
Politicians would have you believe their hands are tied or that there are a 'few bad apples', or basically 'shit happens' and you should pay for it, because all they get is their pitiful salary, perks, your donations for campaign and votes.... Well, SURPRISE!..They've been lying to you! Shocking as it sounds the real lie is that they even CARE, when actually they're too busy catering to police departments for endorsements to get the 'Law&Order' vote. Read below the smoke discharge from the Police Weapon being held to your face, please.
The solution to police violence is so straightforward and so easy I'm surprised to be the one telling about it: PRIVATIZE police misconduct.
Shift the costs from the public sector to the parties who benefit from police shootings and beatings and false arrests and false reports, self-concluding, publicly-funded 'investigations' et. al. It's easy, simple, should have bipartisan support and won't cost society anything except feeling a lot more free, a great deal safer, and definitely more relaxed. Who knows? Perhaps we might even overcome our mistrust of people 'different' from how we view ourselves.
But before I spill the solution, let's be honest. The current situation is not sustainable in dollars or in SENSE. It's not just 'people of color', or persons practicing 'other culturally foreign behaviors' who get shot, beaten, raped, arrested, mistreated... on and on. It also is our society & social institutions. Our Court 'Systems', our esteem. Our self Identity. Our Schools & Teachers. Our Children. Our Future. It's YOU, it's ME, it's ALL OF US paying much more than dollars by the bindles of crate loads. And I'm tired of being asked for a blow job when I'm stopped. How about you?
Killing done by those 'policing' American society are evil and supported merely by refusal to address the reality that it's COPS doing the stops, the shootings, the beatings, arrests, and frauds perpetrated on the rest of us. But COPS don't absorb the costs of their actions. Under present immunity and governance WE stand in the place of those' few bad apples', the 'limited few' who 'make it worse for everyone else'.
And. They can do it again. And again. Ready? And again. And under our self-policing police system run by and for politicians who want police endorsements, they are scot free to use our social credit card, clog our courts, abuse our trust and we don't do shit... without becoming a target ourselves. So?
The Solution: We start with California, offering a Voters Initiative requiring ALL police officers obtain, maintain and produce proof of Personal Liability and Personal Performance Bonds paid from their OWN salaries with a percentage reimbursement increasing over length of employment from the employing government agency for full and proper execution of their responsibilities by length of 'CLEAN' service. The bonds company pays claims, the liability insurer covers damages and the 'bad apples' gain separation from the rest of the barrel... or get made into applesauce.
That's it.
And here is why it works. Under 'bonding and insurance mandates', doctors, nurses, lawyers, daycare centers, every business in America carries/pays for public liability insurance and this premium-adjustment-for-loss-relationship prevents 'bad apples' from staying in the business. It rewards those who don't have claims, and spreads the costs of loss directly among those insured in the pool, giving benefit to good apples, which in turn protects us, the public from the bad ones while depriving those bad ones 'cover' among the other apples for their actions.
Reasons for cops being mandated to obtain bonding and insurance are straightforward: they are the ones directly in control (or not) of their conduct. They are public servants, not executioners. If they behave badly, they will be ostracized by the QUIET HAND OF THE MARKETPLACE and can seek other employment suitable to their 'talents' such as occupying a shared jail cell in the public funded prison-system. As well as the perps of cop misconduct, those who SUPPORT it with false affidavits and testimony which wastes court time and drives up social costs, will ALSO absorb the privatized 'adjustments' to their bonding and liability insurance premiums.
In our current climate of frenzied media over-sensationalizing the police 'bad apples', Wall Street would JUMP at the financial opportunity presented! If it is, as many of us suspect, more than a 'few bad apples': bonding and licensing will shift the public costs of hospitalizations, trials, directly to the actors, those who are renowned in rumor and myth as possessed of superior skills, judgement, character and control in dealing with criminals.
Lest I be misunderstood: ALL police will be required to have bonding & licensing for liability. So, for example a beat down takes place. If in this imaginary instance, a chief, let's call him, Mr. Bratton, should mislead about an investigation, or let's say his Sergeant Brown fails to obtain ALL witness statements, or 'loses': reports, shell casings, photos, a dash-cam, body cam, whatever... they too will have liability covered by the Bonding Agency & Liability Carrier. Under such a scenario, the current ancillary social 'liability costs' of policing will diminish to the point we can fully fund education, plant community gardens and launch Academies for Science and Beautification.
The details are also easy. If you enact it, the insurers will come! Just as they did with homeowners vicious-dog bite insurance. They will write the policies and we can adjust our jurists' systems accordingly. Being brash, I'd predict I may even have a meeting with highly regarded experienced experts on police misconduct this weekend discussing these ideas to further the concept of SOLVING POLICE VIOLENCE AND SOCIAL INJUSTICE TO AMERICANS.
