Is U.S. Attorney General and former segregationist Jeff Sessions (R) putting his thumb on the scale, despite his claims of recusal from all Trump/Russia collusion investigations?

Rachel Maddow reports that contrary to popular belief, former Donald Trump campaign chairman Paul Manafort has not registered as a foreign agent, and the DoJ won't say if A.G. Jeff Sessions is recused on Manafort matters.
The story that had been put out by Paul Manafort’s spokesperson(s) and the GOP was that Paul Manafort, was busily “working with U.S. officials”. (officials of the DOJ it was assumed because the DOJ handles these cases), was that Manafort would soon be registering as a foreign agent, as Trump’s former National Security adviser Mike Flynn did.
According to Rachel Maddow who has made several calls to the DOJ, this remains undisclosed. No answer so far. And zero evidence on file that Manafort is registered. The Jeff Session headed DOJ will not answer whether Manafort is or is not registered as a foreign agent, nor if the DOJ ever requested, or will request he do so.
After having been caught lying under oath during his confirmation hearings, Jeff Sessions declared that he would recuse himself from any and all activities involved in the Trump/Russia collusion investigations. Sessions has already broken with that pledge.
It now appears Sessions has his hands in shielding Paul Manafort from any further accountability and investigation.
Without Manafort’s registration, any investigation has a distinct loss of leverage over Paul Manafort. Without leverage, evidence from a key player, Trump’s former campaign chairman, may remain undiscovered.
