Chicago Sun-Times: Chilly dinner: Indoor dining nixed in south, west suburbs as COVID-19 numbers rise — and temperatures drop by Mitchell Armentrout
Indoor service is being taken off the menu for bars and restaurants across many of Chicago’s south and western suburbs as COVID-19 testing positivity rates shoot up statewide.
Gov. J.B. Pritzker on Tuesday announced his public health team’s latest restrictions on establishments in Will, Kankakee, Kane and DuPage Counties beginning Friday — and warned such “mitigations” could be on tap for even more of the metro area if the coronavirus keeps surging past levels not seen in Illinois since mid-May.
“There is no easy fix for the effects of this virus on our economy and on our public health, but we can and we will manage through this,” the Democratic governor said during the first of his rebooted daily coronavirus briefings. Pritzker had put that practice on hold since the end of May, when infection rates were falling from the initial peak of the pandemic and Illinois was entering its third reopening phase.
“We are seeing a national surge of cases that is affecting every state around us in a dramatic way, and in Illinois we are seeing the numbers go up literally all across the state,” Pritzker said.

A Kentucky grand jury was not asked to consider any charges directly linked to the fatal police shooting of Breonna Taylor inside her home, one of the anonymous grand jurors said in a statement Tuesday.
Instead, the grand jury was only asked to consider three wanton endangerment charges against former Louisville police detective Brett Hankison, who fired his gun into a neighboring apartment during the March 13 incident, according to the statement released by the anonymous grand juror's attorney.
"The grand jury was not presented any charges other than the three Wanton Endangerment charges against Detective Hankison," the statement read. "Questions were asked about additional charges and the grand jury was told there would be none because the prosecutors didn't feel they could make them stick."

“Trumpcare” insurance will “finally fix healthcare,” said an advertisement on Facebook.
A Google ad urged people to “Enroll in Trumpcare plans. Healthcare changes are coming.”
The problem is, there’s no such thing as “Trumpcare.”
Facebook and Google have promised to crack down on lies and misinformation about politics in the run-up to next month’s presidential election, but they have run tens of thousands of ads in the past year containing false claims about health insurance reform and plans.
The “Trumpcare” ads don’t appear to have a political aim and don’t advocate for the reelection of President Donald Trump over former Vice President Joe Biden. Nonetheless, the Facebook ads touting these nonexistent products have been viewed some 22 million times in the past year, disproportionately in battleground states like Texas, Florida, Georgia, North Carolina, Ohio and Pennsylvania, according to Facebook data.
The ads are placed by marketers targeting consumers — politically conservative ones in some cases — who become sales leads if they respond. Then the consumers get deluged with phone calls from brokers hawking health insurance plans that are not the comprehensive solution that’s often promised, but instead are less conventional products that have traditionally been used as supplemental coverage or for when people transition between jobs.

The CDC said the novel coronavirus, which causes covid-19, has taken a disproportionate toll on Latinos and Blacks, as previous analyses have noted. But the CDC also found, surprisingly, that it has struck 25- to 44-year-olds very hard: Their “excess death” rate is up 26.5 percent over previous years, the largest change for any age group.
It is not clear whether that spike is caused by the shift in covid-19 deaths toward younger people between May and August or deaths from other causes, the CDC said.

Regions in Spain and Italy have returned to lockdown and Ireland will do so from Wednesday as countries across Europe continue to report new Covid infection highs and governments struggle to contain the second wave of the pandemic.
The northern Spanish Navarre region, where the number of cases per 100,000 people is 945 against 312 nationally, announced a two-week lockdown from Thursday that will be stricter than measures imposed on Madrid by central government.
People will only be allowed in and out of Navarre for work, university studies, to care for relatives, or for emergencies, the regional government said. Restaurants, cafes and bars will be closed, while shops may open at 40% capacity but close by 9pm.
DW: Curfew in Lagos as riot police deployed across Nigeria, violence ensues
The Nigerian state of Lagos has imposed a 24-hour curfew on Tuesday in response to nationwide protests over police brutality. The curfew would apply to all parts of the state, including the metropolis of Lagos, authorities said.
Only essential service providers and first responders will be allowed on the streets across the state.
"The curfew will not end tomorrow. A 24-hour curfew means all round the clock, day and night. It is indefinite," said Lagos state governor's spokesman, Gboyega Akosile.
"Nobody moves until we lift the curfew."
Despite the curfew, some protesters did not leave the Lekki Toll Plaza in Lagos, which they had been occupying since two weeks. Amnesty International Nigeria said they had received credible evidence of deaths.
Some social media reports said there were instances of security forces opening fire.
"There have been reports of shooting. The state government has ordered an investigation into the incident," Lagos state Commissioner for Information and Strategy Gbenga Omotoso said in a statement late Tuesday.
AlJazeera: Thailand shuts down online TV channel, as protests continue
Thai protesters raised three-finger salutes to the national anthem at public places across Bangkok on Tuesday as anti-government rallies continued and the government ordered an online TV channel to close over its coverage of the demonstrations.
The authorities imposed emergency measures banning gatherings of more than four people last Thursday amid growing protests against the government and monarchy.
But protests have only grown despite a crackdown in which dozens have been detained.
Two protest leaders – Parit “Penguin” Chiwarak and Panusaya “Rung” Sithijirawattanakul – were arrested on Tuesday on new charges as soon as a court freed them bail in relation to a previous set of charges.
“This is not a leaderless protest, but everybody is a leader,” Tattep “Ford” Ruangprapaikitseree told reporters at the Siam Paragon mall, where dozens of people gave the salute borrowed from The Hunger Games.
