The biggest delay in protecting our voting rights and democracy seems to be a senate rule that allows the losing party to veto the winning party.
How democratic is that?
It is not in the least “bipartisan” when one side simply uses it to over rule the other. That is the OPPOSITE if bipartisanship. It is not negotiation.
But while were at the process of changing senate rules let’s fix something else.
Confirmations process.
Article II, Section 2, Clause 2 of the U.S. Constitution governs the nomination and appointment of Supreme Court justices: “[The President,] by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law
Operative word here is SHALL not may. McConnell has vowed to ignore this with regards to any democratic appointments to courts.

How about this as an amendment.
"Any appointment presented to the Senate for confirmation shall, if a vote is NOT taken withing 30 days of that appointment, be deemed automatically accepted and approved by the Senate without further action."
The constitution does not define the process only the goal. So Senate Rules can define the method to reach that goal.
