Reuters reports that it has reviewed a leaked State Department Memo in which four out of seven of its divisions have found “Israel’s assurances that it has complied with international humanitarian law in order to receive US military aid, neither reliable nor credible.” The State Department Memo, “a joint submission from - Democracy Human Rights & Labor; Population, Refugees and Migration; Global Criminal Justice and International Organization Affairs bureaus – raised serious concern over non-compliance with international humanitarian law during Israel's prosecution of the Gaza war.”
These revelations are significant since the Administration is required to provide Congress with its findings on May 8th to facilitate arms transfers or suspend them per NSM-20 (National Security Memorandum). Hitherto, the State Department has maintained that it accepts that Israel’s “assurances” are true. Should the State Department continue to ignore, downplay or suppress the truth of the bureau’s findings, it is undermining NSM-20.
