"Place Where Valor Sleeps"

Bush used an interesting phrase three times at the Memorial Day   events today in Arlington. "The Place Where Valor Sleeps."  
Is it valorous for the administration to send our soldiers into a country riddled with IEDs designed to kill and maim young men and women who have no choice because Bush and Rumsfeld decided that Iraq was an easy target?
'Valor' sure is sleeping in Washington.
