The United States has now been giving vaccines for one month. A lot of quantitative information on vaccine delivery can be found on a CDC page. The page has a + halfway down on the right side that allows you to view and download state data.
The states that have given the most vaccines per person are West Virginia, South Dakota, and Alaska. One thing those states have in common in addition to a lot of vaccines delivered is a low African American population.
The states that have given fewest vaccines per person are Alabama, Georgia, and South Carolina. One thing those states have in common in addition to vew vaccines delivered is a high African American population.
The correlation is not perfect—Connecticut has given a lot of vaccines and has about an average African American population. Louisiana has given more vaccines than average and has a high African American population. Idaho has given few vaccines and has a low African American population.
That being said, the correlation is there and it is clear. I went to Wikipedia and got the African American population per state, and I measured the correlation between the two numbers. If you are not familiar with correlation coefficients, they go from -1 to 1. A value of -1 means that when one number goes up the other always goes down, and a value of 1 means that when one number goes up the other always goes up. In social sciences, data is messy, and correlation coefficients are often near 0. The correlation coefficient between vaccines delivered per person and percent African American population is -0.46. Something is happening here. States with more African Americans are delivering fewer vaccines.
I do not know what is causing this. I do not know whether this is coming from the top with the way Trump and Operation Warp Speed are sending out the vaccines or this is coming locally because states with Republican Governors and a lot of African Americans are being more selective in who gets the vaccine. I know that with 3400 COVID-19 deaths per day in the US the vaccines are a matter of life and death, and there are systematic reasons that some people are getting the vaccine and others are not.

The incoming Biden Administration is inheriting a lot of messes that need to be fixed. This is one of them.
