Getting around the travel and gift issue in the reforming the House is like grasping sand. Someone, somewhere will figure a way to let it slip through your fingers.
It's better to shut down the unethical way Republicans feed cronies at the public trough. The party in power allows special interest ad-ons, earmarks, to be slipped into a bill overnight, in conference, or whenever. Often legislators do not see a written copy of a bill with the earmarks before they are required to vote on it. Let's get behind transparency, true deliberation, and lowering costs to taxpayers by pushing the removal of the earmark system.
