The Unitary Executive doctrine is back in the news as President Bush again extends his power over Congress (http://www.msnbc.msn.com/...) and rewrites law. The present issue centers on Congress' request for the Department of Homeland Security (DHS) to report on its activities related to citizen privacy. Congress seeks to understand the privacy impact of DHS activities. The president signed the law Congress passed, but in his signing statement, indicates he will enforce the law "in a manner consistent with the President's constitutional authority to supervise the unitary executive branch."
