Recently Kos made a front-page post discussing this site for reforming the electoral college.
Unfortunately, the Dailykos community was extremely confused about what the plan involves. This plan, if implemented, would allocate a majority of electors to the winner of the national popular vote. The plan would do this without requiring a consistutional amendment.
States would adopt legislation agreeing to allocate all of their electoral votes to the winner of the national popular vote, no matter who wins that state's vote. However, no state's legislation would go into effect until states totaling a majority of electoral votes agreed to this. Thus, the plan could go into effect with as few as 11 states.
