Someone actually went to the trouble of listing all the forms of government by word and by definition. There are 169 on this interesting little website; ranging from anarchy (government by none) to aristocracy (government by the nobility) to gynarchy (government by women) to trithocracy (government by three gods). But governments are usually considered to fall within four types: Representative Democracy, Direct Democracy, Oligarchy, and Dictatorship.
But the one type of government you can not have is a Secret Democracy. By its very nature, it precludes being categorizes as Representative (Government in which people elect representatives who hold the power of making decisions for the people.) or Direct (Government where all citizens have the equal right of decision making.). Which leaves us with the question of just where does the government now representing us belong on the list.
Once secret decisions made by one or a handful of people are accepted as routine and as law, a Democracy has morphed into one of the other forms of government - it could become a Monarchy, an Aristocracy, a Dictatorship or an Oligarchy. All four types of governments have called themselves "democracies".
