What if we just got rid of the US Army, Navy, Marines, Coast Guard, and have each state raise and maintain their own forces?
Sure, the Feds could help facilitate the training and building of tanks to take advantage of economies of scale, but all actual executive authority of those forces would be with Governors at the state level.
The Federal Government having a standing army is fundamentally a bad thing. America is too big, the President too powerful to be trusted with such a mighty arsenal. Not because a President could be a Republican or Democrat, or black or white, or gay or straight--but because the President is inevitably a person. Turns out power corrupts people without concern of demographics. I actually thought this notion was the whole freakin' point of Democracy that we're spilling blood to defend.
