Oppose all trade liberalization measures
Oppose trade liberalization measures with countries that have low wages, but allow them with high wage countries.
Make support for trade liberalization conditional upon the gains from liberalization being shared with labor and the general public
Liberalization is too difficult to defeat; concentrate on retraining, relocation, etc.
Try (2), (3), and (4) all at once.
Trade is a losing issue, concentrate on something else
