How can we discourage a good, smart guy like Reid from (for example) using the phrase "clean bill" when he's describing something he doesn't want?
Republicans use words their PR guys have selected as helpful to them, and avoid words that could harm them. They're good at top-down enforcement, and their tendency towards herd behavior makes such policework easy.
