Joe Manchin (D-WV) voted against the Democratic Party line 5 out of 6 times, Heidi Heitkamp (D-ND) did so 4 times, and Joe Donnelly (D-IN) and Jon Tester (D-MT) both did so once.
Susan Collins (R-ME) voted against the Republican Party line 3 out of 6 times. Lamar Alexander (R-TN) and Kelly Ayotte (R-NH) both did so twice, and Cory Gardener (R-CO) and Mark Kirk (R-IL) both did so once.
National Monuments
Mike Lee (R-UT) offered an amendment to limit a president's ability to name new national monuments without the consent of Congress and the state in which the protection is sought.
It was voted down 48 to 47.
Joe Manchin (D-WV) voted for it with the Republicans.

Energy Efficiency
Al Franken (D-MN) offered an amendment to establish a Federal energy efficiency resource standard for electricity and natural gas suppliers.
It was voted down 52 to 43.
Heidi Heitkamp (D-ND), Joe Manchin (D-WV), and Jon Tester (D-WV) voted against it with the Republicans.
Susan Collins (R-ME) voted for it with the Democrats.
Natural Gas
John Barrasso (R-WY) offered an amendment to expedite permitting of natural gas lines on federal land and Indian land.
The vote was 52 to 43, 8 short of passage.
Heidi Heitkamp (D-ND) and Joe Manchin (D-WV) voted for it with the Republicans.
Fossil Fuel Subsidies
Brian Schatz (D-H) offered an amendment to phase out tax preferences for fossil fuels on the same schedule as the phase out of the tax credits for wind facilities.
It was voted down 50 to 45.
Lamar Alexander (R-TN), Kelly Ayotte (R-NH), and Susan Collins (R-ME) voted for it with the Democrats.
Joe Donnelly (D-IN), Heidi Heitkamp (D-ND), and Joe Manchin (D-WV) voted against it with the Republicans.
Campaign Finance Disclosure
Sheldon Whitehouse (D-RI) offered an amendment to require companies that receive $1 million or more in revenue from fossil fuel-related activities to disclose their political spending.
It was voted down 52 to 43.
Heidi Heitkamp (D-ND) and Joe Manchin (D-WV) voted against it with the Republicans.
Regulations
Dan Sullivan (R-AK) offered an amendment to require each agency to repeal or amend 1 or more rules before issuing or amending a rule.
It died on a 49-46 vote, 11 short of the 60-vote threshold needed.
Susan Collins (R-ME) voted against it with the Democrats.
