A group of Iraqi community and civic leaders has been traveling the U.S. to learn about government in a free land.
But when they arrived in Memphis last week, the chairman of the city council refused to let them into City Hall. In response to the visit, which was set up in cooperation with the State Department, Council Chairman Joe Brown said, "We must secure and protect all the employees in the building!"
Later, Memphis police reported that two members of the delegation were robbed at gunpoint as they strolled down a city street.
