From Dean's big foreign policy speech:
Closing the homeland security gap is just one element of what must be a comprehensive approach.
Replace "homeland security" with "missile," and you have something akin to John F. Kennedy circa 1960.
If you remember your history, the "foreign policy inexperienced" JFK ran to the right of Nixon regarding the question of American preparedness vis a vis the Soviet threat. Kennedy claimed that the USA didn't have enough missiles to counter the larger Soviet arsenal. Kenndy claimed succesfully that the US needed to "close the gap." The "missile gap" issue worked by shoring up Kennedy's perceived weaknesses in foreign policy experience as well as "toughness."
So, here's Dean's foreign policy message if he wins the nomination and goes up against Bush:
I'm tougher and smarter than Bush, AND I have principles.
