SIOUX FALLS, S.D. - Bill Janklow was on duty as South Dakota's congressman when his speeding car collided with a motorcycle last summer, meaning federal taxpayers would pay any civil damages arising from the fatal crash, a prosecutor has concluded.

It's difficult to believe that Janklow was doing anything related to public service when he slaughtered a motorcyclist. Maybe he was talking on his cellphone to someone back at the office.
Of course the fact that Janklow only got 100 days for second degree manslaughter and now will have taxpayers pick up the tab for whatever relatives of the deceased win in the civil trial can't sit too well will a man who fought for tougher sentencing. Also, aren't Republicans supposed to be the party of personal responsibility?
