I submitted my resignation to President Bush twice during that period and told him that ... I felt that he ought to make the decision as to whether or not I stayed on. And he made that decision and said he did want me to stay on.
So let's draw out the implications of this with a simple syllogism:
A) Rumsfeld said in Congressional testimony that he would resign if he ever felt that he was no longer effective.
B) Rumsfeld submitted his resignation twice.
C) Therefore, Rumsfeld had decided that he was no longer effective.
Wow. Good thing Bush didn't hold him over to the second administration.
