Greenspan said that budget deficits will require cuts in social security benefits. Voters, most of whom have limited attention spans, have a difficult time linking taxes and expenditures. Greenspan has made matters much easier for them. Bush now has a truly pathetic record on social security - he promised a fix but did nothing except borrow against future benefits. Now Greenspan is effectively saying that this borrowing was unaffordable without expenditure cuts. I would comment on this and on school closures in the face of Bush's comments in Summer 03 to governors that the federal government has fiscal problems of its own and would not offer any help. It would be a stretch that most people would get it, but the Democrats could point out that a tax cut without expenditure cuts is not terribly meaningful.
