For Immediate Release: The Jeff Gannon Controversy - A Primer for the Press

Since the Propagannon news story has hit all parts of the media, we have decided to make a complete change in course regarding the work and our relationship with the press.  

We have decided to embark upon a proactive approach and will engage the media and push our story through periodic press releases and contact with willing media outlets.

This comes after a series of stories in the press that have not met up to the standards of all the research work done here at DailyKos.  As a result, georgia10 has volunteered to monitor the research and coordinate the writing of press releases when needed and they have asked me to represent the story to the outside world.  I intend to continue to keep this story focused upon the work, energy  and determination of you, The DailyKos Diarists.

So, in short, after writing less then 24 hours ago that we are going to let the work be our press release, I am feasting on some humble pie and am releasing our first press release.  Please recommend this diary to keep it in view for journalists who will stop by tomorrow (classy diary whoring).

This is YOUR story, and we should tell it like we want it told.  We know many out there have a bias against the blog world and its reporting, but we mean to grab control and prove them wrong.

Other Dailykossers, rest assured we will soon have our own web site for research puropses and that will leave room for other important topics here.  In the mean time, thanks to kos for letting us reside here until our new digs are ready.  We still plan to post here, but operate our research off-site.

Feb. 10, 2005 - An unprecedented coalition of citizen DailyKos Diarists have recently investigated and uncovered important details regarding Talon News reporter, James "J.D." Guckert (AKA Jeff Gannon).  These details, along with other information reported by Media Matters and other blog sites, have led to Mr. Guckert's resignation from his position as Washington Bureau Chief for Talon News yesterday amid a flurry of controversy.

Prompted by a Jan. 26 report by MediaMatters.org regarding Guckert's "softball" questions to White House Press Secretary Scott McClellan and President Bush, members of DailyKos, an online community, began investigating the matter.

The information discovered by this investigation was in the public domain, readily available to anyone with internet access.  Much of the information was derived from Guckert's own sites which he published himself on the internet, or from comments he himself posted on various sites.

In his Talon News profile, Guckert claimed he had a degree in Education from the "Pennsylvania State University System."  His only journalistic "experience" was attendance at the Leadership Institute Broadcast Journalism School.  The Leadership Institute describes its mission as increasing "the number and effectiveness of conservative public policy leaders" and to "place conservative leaders in the public policy process."  Guckert's "training" at the Leadership Institute was a two-day seminar, tuition for which was $50.

Despite his lack of journalistic experience, Guckert used an assumed name and was granted access to the elite White House Press Corps.  His application for a press pass to the House and Senate galleries was rejected because Talon News shares ownership with GOPUSA.com and did not meet press pass standards.  Yet somehow he was still given a daily press pass to White House Briefings for almost two years.

In a press briefing on Feb. 10th, White House Press Secretary McClellan claimed that Guckert was granted White House access because he "showed that he was representing a news organization that published regularly." (emphasis added).

However, Talon News came into existence on March 29, 2003.  It was granted White House Press Corps access just four days (approx. 96 hours) later.  During that four-day time period, Talon News published a total of nine "stories."  

During briefings, Guckert's questions frequently revealed not only his conservative bias, but also a possible coordination with White House Press Secretary McClellan.  Guckert's questions were frequently leading, unabashedly partisan, and at times inflammatory.  Moreover, Guckert apparently had unprecedented access, and even claimed at one point to be "entertaining the Prime Minister of Great Britain."

The researchers at DailyKos discovered another issue that suggested close coordination with the administration.  According to the Washington Post, Guckert may have had access to a leaked internal CIA memo which revealed the identity of Ambassador Joe Wilson's wife, then an undercover CIA operative.  In fact, because of his possible tie to the leak, Guckert was one of a small number to be subpoenaed to testify in the federal grand jury investigation into the matter.

The Guckert incident is part of a larger story involving attempts on the administration's part to "plant" friendly commentators and journalists in the media to advance their political agenda.  In the last month, investigations have revealed that in addition to having an illegitimate conservative "reporter" in its Press Corps:

*    The Bush Administration paid conservative commentator Armstrong Williams $240,000 to advocate the No Child Left Behind Act , even though previous to the payments, he was publicly critical of the policy.  Williams has since admitted that "there are others" paid by the government to promote its agenda.

*    The Bush Administration also paid conservative commentator Maggie Gallagher, who claims no credentials as a marriage expert, to promote its traditional marriage agenda.

Recently, in a letter to President Bush, Representative Louise M. Slaughter (NY-28) demanded an explanation, writing that "'Mr. Gannon' is a Republican political operative, uses a false name, has phony or questionable journalistic credentials, is known for plagiarizing much of the `news' he reports, and according to several web reports, may have ties to the promotion of the prostitution of military personnel."  Rep. Slaughter asked the President to answer the critical question: "why the individual known as `Mr. Gannon' was repeatedly cleared by your staff to join the legitimate White House press corps?"

Additionally, Senator Frank R. Lautenberg (D-NJ) has written a letter to White House Press Secretary McClellan, asking for the immediate release of all documents relating to Guckert's credentials. Senator Lautenberg, echoing the sentiment of many concerned citizens, has asked for an explanation of "how Mr. Guckert/Gannon passed muster for White House press credentials."

DailyKos is an online community, with over 40,000 members.  Membership is free, and the site is one of the web's most popular political websites, with an average 470,000 hits per day.  The research was conducted and this statement was released by DailyKos Diarists, not officially associated with Markos Moulitsas, but working with his full support.

    And you hit all the points that need to be made.  The media seem to want to sensationalize this.  The release brought it back to earth.  I really wish I could help media-wise with this.  Unfortunately all my contacts or in telecom/wireless, small business and fashion.  

    PS:  Thank you for going ahead with the release.  You've seen what happens when the media picks and chooses what they want.

      The proper response to the media's trashing us by focusing on the sex angle is to do it right back to them.  Here's how:

      "A voluntary association of contributors to DailyKos conducted a public, group investigation in which a large number of facts were uncovered.  This investigation raised many troubling questions about Mr. Guckert's involvement in what appears to be a much larger pattern of disinformation and press manipulation involving the White House and Republican circles.

      We are distressed and perplexed at the way the minor side issue of Mr. Guckert's web-based sex business ventures has been so prominently headlined in the mainstream media's belated attention to our investigation.  Why aren't major media outlets focusing on the far more important political and criminal aspects of this story?"

        We discovered those web site urls early in the investigation.  We had a chuckle and dove back into the meat of the story....

        It was only when we found out his real identity on Monday night and the pictures started flying when we googled his name did the media sit up and take notice.  Did they care a week before that when we were finding he possibly he had access to a classified CIA document?  Did they care when they sat next to him for almost two years and let him be an administration mouth piece?  DId they say boo when he was called before the grand jury to testify in the Vlaerie Wilson outing?

        No.  We knew what was important.  We tried to ignore the sleeze.  They were the ones who were looking for the  Desparate Housewives angle.... they ended up looking like they were Desparate Journalists.  Well, we pulled their towels off.

        in terms of the writing, it's flabby. I love love love you all for this, so please take this as constructive criticism, but the tone of this is -- I hate to say it -- flabby and self-congratulatory. Cut to the chase. Lay out the cause. To hell with who gets credit for it. Jump right in. Use more assertive, aggressive verbs. Lay out the claim cut and dry, with immediate evidence to support the (rock solid) case. This story is dynamite. When contacting the press, we need to be much more neutral, aggressive, and focused.

              My hope was to motivate you editors to organize.

              Since I am not an editor, I don't have the faintest clue as to what would be the most effective way to go about doing this, how you might set up a pool, how to manage submissions for editing, etc...  perhaps it can be integrated with DU's media blaster effort.. dunno.

              I do know that the professional media will take efforts like this one a bit more seriously if the piece is well written, free of typographical and grammatical errors, conforms to media standards, no longer than it has to be, and to the point...

      Guckert evidently claimed this, but it is confusing.  There are two different university systems in Pennslvania to which this could refer:

      1. The Pennsylvania State University (AKA Penn State) and its system of branch campuses located throughout the state, or
      2. the State University system of Pennsylvania, which includes schools such as Edinboro University of Pennsylvania, Indiana University of Pennsylvania, Bloomsburg University of Pennsylvania, and of course West Chester University of Pennsylvania.  

      (These are two different systems, something like the UC system and the Cal State system in California.)

      I am a Penn State alumnus, so I was able to search the Penn State alumni online directory.  There are five Guckerts that are found, none of whom is this James Guckert.

      Guckert's own AOL page has a link called My Guys that takes you to the page for Tau Kappa Epsilon at West Chester University. So his reference is to the State University system of Pennsylvania.  

      Why would he not just say he went to West Chester University?  Has anyone found out if he actually has a degree?

    when the separate Gannonical website is up, because coming to DailyKos to find specific info on something can be very confusing. Finding the well-researched, as opposed to just off-the-cuff diaries on a given topic, is pretty much impossible for a new user.

    That said, this is a good start at outreach.  Great work!

    First off, great that we are sending out press releases. Hats off to you three.

    That said, it's a very long press release.  I appreciate that there is a lot of story to get in, but future ones should be more concise and have a punchier headline IMO.  Something like The Leftie Bloggers Tell Why They Targeted Gannon, perhaps, would be more eyecatching. (Not great just off the top of my head.)

    And third, I think you should have listed a phone number Brian.  Maybe you get a cell phone just for dealing with the press.  But you have to be prepared to talk when they want not take messages.

    Finally, about the website stats.  You should clarify about how many visitors dKos gets rather than hits.  They aren't the same.  Hits can be an order of magnitude greater than visitors depending on how many files are called for each page.

    Again great job!  And take any free advice with a grain of salt. (Except mine which is worth twice what you paid for it!)

            My son-in-law had to get a private line for calls to a number which was released publicly.  Calls were constant.

            He put it on a message center which recorded all calls and only returned calls unless he was there and could here who it was.  He never answered the phone cold.  it also helped when he needed to prove what someone said later.

            for you it would be helpful if you start getting crank calls.  Or threats.  Having a recording is extremely helpful.  Just saying.

             In another life I was often in charge of large documents productions for a large lawfirm and know info organization is key to ever using the material later.  hopefully the new platform for the research will be totally searchable by name and date and topic.  And available to kos readers.

        (1) How come you omitted Gannon's busy work during Daschle's campaign, and his hand in Mary Mapes troubles?

        (2)Also important: By calling his simple website a "news service" and retyping WH pr, Gannon helped disseminate WH propaganda around the world. Might be useful to name the various Asian papers that reprinted his stuff with the talon byline.

        Not just entrance to the WH at stake, Gannon--it appears-- was an active megaphone for the WH agenda in veiled ways-- on the web, in campaigns, abroad.

        Seems to me this is an important (and verifiable) part of the story. Also, a frame for further digging, should the MSM chose to get involved.

      especially for faxed releases, one page is the rule of thumb.  The 2nd page can and will get lost.  More than one page makes the sucker harder to copy and pass around the newsroom.  

      Press releases are teasers--the real goal is to get a reporter to call you.  Unless they're Talon News, they aren't gonna reprint it in full.  You just want their attention.

      That said, I say don't torture yourself, just send it out while it's hot.

      First things first, but perhaps a project to consider down the line would be writing up some guidelines on how to put together a press release.  I have no idea what that would entail so it's easy for me to throw the idea out there, I know.  But it's a thought...

        Let us begin by reviewing what a press release is. By definition a press release is simply a statement prepared for distribution to the media. The purpose of a press release is to give journalists information that is useful, accurate and interesting. Get it? Useful, accurate and interesting, it is that easy.

        Press releases are in all actuality 'cookie cutter'. Once you get the hang of writing them, all you have to do is fill in the blanks. Press releases conform to an established format. Journalist receive so many press releases a day, they have set standards and expectations that you must conform to just to have your release read, let alone published. If your press release is printed 'as is', without changing even one word, then you know you have conformed to the journalistic standards of that particular medium. "Write on", you're doing a great job!

        Press releases should be printed on company letterhead. If this is not feasible, adding the company logo is essential. The companies name, web address, location address and phone number should be printed clearly at the top of the page. PRESS RELEASE should be spelled out in all CAPS and centered in bold. The press release contact persons name should be underneath the wording and all contact numbers printed clearly underneath. If the press release is for IMMEDIATE RELEASE, say so, on the left margin directly above the title in all caps.

        The next essential component of the press release is the Headline or Title. It should be centered, and in bold. The heading of the press release should capture the journalist. The title of the press release should be short and snappy, and hopefully grabbing the attention of the journalist and impressing them enough to read on.

        You are now ready for the useful, accurate and interesting BODY of the press release. The body of the press release begins with the date and city for which the press release is originated. The body of the press release is very basic; who, what, where, when and why. The first paragraph of the press release should contain in brief detail what the press release is about. The second paragraph explains,in detail: who cares; why you should care; where one can find it; when it will happen. Also, included in the second 'informative' paragraph is generally a quote that gives the release a personal touch. Touchy-feelies go a long way with journalists. Press releases and news stories are boring to journalists without a 'human interest'. The third and generally final paragraph is a summation of the release and further information on your company with the company contact information clearly spelled out.

        The content of the press release, beginning with the date and city of origin, should be typed in a clear, basic font (Times New Roman, Arial, etc.) and double-spaced. If your press release exceeds one page, the second page should indicate ' Page Two' in the upper right hand corner. Journalistic standards have set basic parameters to define the end of a press release: ###. Three # symbols, centered directly underneath the last line of the release indicate the end of a press release.

        The next time you are tasked with writing a press release for your company, have no fear, the basic rules are clear: useful, accurate and interesting information portrayed within the set journalistic guidelines.     Don't forget the fake Medicaid video "news" packages that were sent out and widely broadcast.

    The GAO found these fake news segments to be ILLEGAL in thier report Department of Health and Human Services, Centers for Medicare & Medicaid Services --Video News Releases, B-302710, May 19, 2004

    A brief quote from that report;

    1.  The Centers for Medicare & Medicaid Services's (CMS) use of appropriated funds to pay for the production and distribution of story packages that were not attributed to CMS violated the restriction on using appropriated funds for publicity or propaganda purposes in the Consolidated Appropriations Resolution of 2003,
    Pub. L. No. 108-7, Div. J, Tit. VI, § 626, 117 Stat. 11, 470 (2003).

    2.  CMS, in using appropriations in violation of the publicity or propaganda prohibition, incurred obligations in excess of appropriations available for that purpose.  See B-300325, Dec. 13, 2002.  Accordingly, CMS violated the Antideficiency Act, 31 U.S.C. § 1341, and must report the violation to the Congress and President in accordance with 31 U.S.C. § 1351 and Office of Management and Budget Circular No. A-11.

    The appropriations bill and section (Title VI) that they are talking about states;

    Sec. 601. No part of any appropriation contained in this Act shall
    be used for publicity or propaganda purposes not authorized by the
    Congress.

    And the penalty for violating 31 U.S.C 1341 is found in section 1350;

    An officer or employee of the United States Government or of the District of Columbia government knowingly and willfully violating section 1341 (a) or 1342 of this title shall be fined not more than $5,000, imprisoned for not more than 2 years, or both.

    This GAO report was issued in May of 2004, and as far as I know nobody has been brought to justice for this.

    I think this law would almost certainly apply to the Williams and Gallagher stories as well. And if the Whitehouse used any taxpayer money in the whole Gannon thing, the same laws should apply.
