Webster's dictionary describes the term Civil War as follows:
Main Entry: civil war
Function: noun
: a war between opposing groups of citizens of the same country
Now that fierce fighting has started in Najaf, it would appear that a civil war has officially started in Iraq, and that Bush's bumbling is the reason:
NAJAF, Iraq - U.S. forces stormed the house of radical cleric Muqtada al-Sadr on Thursday, but he was not there, witnesses said.
Residents saw U.S. forces break into the house without meeting any resistance. Al-Sadr, who has led an uprising against coalition and Iraqi troops for over a week, has vowed to fight "until the last drop of my blood has been spilled."

Who the hell had the bright idea to train Iraqi troops to shoot at other Iraqi's? That alone is the definition of civil war, and will only serve to make Iraq even more of a cauldron than it has been to date.
When Germany and Japan were defeated in WWII, they were not allowed to have an army for many, many years. The reason is basic, you do not want to create further tension between citizens of a country by creating wedges. Bush however is so simplistic in his thinking that he cannot manage even the most basic precepts of war.
This action in Najaf, specifically the way it was managed, is nothing less than a reason to impeach the president for gross negligence and the endangering of Americans. If Bush were a capable leader, we would have a true coalition of troops in Iraq, and there would not be one single Iraqi authorized to carry arms for either side. But alas, he is incompetent.
