Bush Visit Grounded Relief Helicopters

From the AP (via Coldfury and Digby):

In St. Bernard and Plaquemines parishes, just south of New Orleans, victims of the hurricane are still waiting for food and water and for buses to escape the floodwaters, [ Rep. Charlie Melancon, D-La.] said. And for the entire time Bush was in the state, the congressman said, a ban on helicopter flights further stalled the delivery of food and supplies.

Confirmed by the Times-Picayune.

  Saw him last night on Nightline, and he was clearly pissed.  He personally had arranged for delivery of food to people cut off because of the roads being out, had made the arrangments with the military, and then it got called off at the last moment.

      at the Javits Center a few days after 9/11,  thousands of people, myself included, stood in line across the street waiting for the ferry to New Jersey.  All ferry traffic on the Hudson River came to a halt until Bush left. We stood for over 3 hours while he stayed long past his scheduled visit.  It got dark and cold.  I was sick for two weeks afterwards.

      It is does not compare to disrupting relief and rescue efforts in the south, but it did convey a sense that Bush does not care much for the ordinary person.

    The only valid reason for the grounding of the helos under the rules of the Presidential TFR's would be if they were non-military charters which did not have "pre-cleared" crews (Full FBI background chcks, interview neighbors, interview with FBI)  or were in the 10 mile radius prohibited area.  

    There were rolling Presidential TFR's (Temporary Flight Restrictions) throughout the day as dickhead went on his sensitive man tour.

      Not all flights are banned.  
      There are two zones, a Restricted Zone and a smaller Prohibited Zone.  For the Emperor the Resticted Zone is 60 Miles in Diameter.  
      To operate in the Restricted Zone you must be on on Active flight plan, and under the control of Air Traffic Control, certain types of operations are banned, but nothing that applys in this case.

      Operations in the Prohibited Zone are limited to Military, Local Law Enforcement supporting the Secret Service, and pre-cleared flight operations.  (See Above Comment)

      The "deal with the Military" Melancon describes, was probably to get clearance for the supply flights as all airspace over the disaster area is controlled during the day by an AWACS Plane callsign Omaha 44 (i think) Any Flight in the area must get clearance through Omaha-44.  Clearance from Omaha-44 does not clear you through a Presidential TFR if you do not meet the Requirements.

      as soon as Congress is back in session.  And if by some chance it could get through the House quickly, the Senate would have to take it up promptly, even if they hadn't, say, confirmed any Supreme Court justices.  And they really shouldn't confirm a chief justice if impeachment is cooking, because the chief justice is supposed to preside over the Senate during impeachment proceedings and it would be a conflict of interest if he'd just been appointed by the guy who was getting impeached.  

      But Melancon gets the head in the sand (or stuck someplace else where the sun doesn't shine) award for a web site that has no way of accepting e-mail from non-constituents.  What's so hard about directing non-constituent e-mail to a separate mail box?  If you get a thousand messages with 'impeach' in the title, that means something even if the folks who wrote can't vote for you.

      Useless.  I left him with the message that I am beyond disappointed.  He is still my senator and I want him speaking for me, or he can disappear from the political scene forever.  I will never vote for him again.  The person was stunned.  And I was crying I was so mad.  Gosh, sometimes I hate it when I act like a woman.  But both men and women, and God, are crying these days methinks.

  I posted on this a couple of times.

  A presidential visit require an inordinate amount of security. That means that police officers & National Guardsmen, probably had to be pulled off relief & support efforts in order to protect Bush while he walks around.

  In order for Air Force One & Marine One to fly around the area, airspace has to be cleared. That means that helicopters & other support aircraft have to be diverted from search & rescue, so Bush can look at things that he could have seen on his television in the White House.

  Since the Secret Service has to be ready for any medical emergency for the President, that means EMT's & other medical staff have to be there to support his visit, instead of treating patients.

    It's pretty rare that I have any volition to defend the President, and even now I'm making this post out of the obligations of intellectual honesty, not any desire to let GWB off the hook.

    He was being criticized for not immediately going to NO.   Now he's being criticized for going to NO.   In reality, even given the understandable security measures that a Presidential visit entails, I can't imagine that they seriously have to ground all helicopters.   So that might be a better grounds to attack GWB than for going at all.

    But if he really did need to ground the helicopters, then it's unconscionable for him to visit.  Even taking political flak for not visiting from sites like Daily Kos would be a tiny price compared to people dying from dehydration.

        However, I recall very clearly that there were people on this site blaming him for not showing up sooner.   Whether that's 5% or 50% of the population of this site, I don't know.   But those people need to rethink their position in light of what we now know about the helicopters being grounded.

      It has been pointed out on numerous ocasions in the past that the President will not visit the area immeadately so that the local authorties may carry on operations without disruption (reference: Hurricane Andrew).

      That is something that everyone can and does understand.  What I don't understand is why he goes there, disrupts SAR operations and looks for Photo Ops.

    my husband's from LA and his perspective is that LA has taken so many federal dollars in exchange for more federal control (want highway dollars? change your drinking age. and etc.) that the slow response in federal assistance has essentially broken the social contract that said that the federal gov't will take care of LA. he said he's watched LA politicians and officials roll over so many times to the federal gov't that he knew that when/if a disaster like this happened that the state wouldn't be able to take care of itself. the state would be largely dependent on the feds. and the feds let 'em down.

  In the hypothetical event that at some future date a President of the United States addresses Congress, members of Congress might try to work up the gonadal fortitude to sit chatting politely until the Speaker and President reach the lectern and stop talking when they are brought to order.

  One may immediately remember one group of much younger people who had the gonadal fortitude not to lick the dust at the President's feet.  When the 1980 Olympic team had the carpet pulled out from under them, and the President entered the room to tell them what had been done to them, the sat there, and neither rose nor applauded when he entered.

  Of course, my proposal would require an outbreak of gonadal fortitude in Congress.

  You guys, what is happening in NO is 200% based on race (and class), but all along I have been saying that the whole issue is not simply one of urban poverty. As long as they can explain it away as race the rest of the US can feel it couldn't happen to them. It can.   I might be a trite way to wrap this all up as a big racist conspiracy, but I'd like to point out two things..

  1. Urban centers in the south have a higher minority population than many other cities.. if a big avalanche buried Salt Lake, would it be because of some anti-LDS conspiracy, or just demographics and Mother Nature conspiring?

  2. If it is a political conspiracy, which side is doing the conspiring? Is it the Republican's that see the urban African-American vote as a lost cause, and are unwilling to grant them scarce resources, or is it the Democrats, that see the urban African-American vote as a guarantee, and are unwilling to grant them scarce resources?  I was in NO several times from 1992-2000 and I didn't pass near any major levee reconstruction efforts.  But I did see them dig up most of Boston to bury a highway for $14 billion..

  I won't pretend to like the man, but his trip to the hurricane disaster area was very low-key - not a photo-op - and nothing new for him. During congressional recesses he has been known to travel to Africa with Doctors Without Borders. I've only seen one interview with him and while he didn't specifically point blame at anyone he called the Federal response a disaster unto itself. I wouldn't go thrashing him over this like many in the Bush Cabinet...

  You could plainly see two Coast Guard copters behind Shrub while he was getting his "briefing."  The question then was, why are they in that hangar instead of providing aid?       In a crisis operation like this all maintenance is deferred, fueling is on the pad, for the Coasties, its probably even hot (no engine shutdown), crew swaps are hot.  24hrs/day.  Coasties are very, very serious about this mission.  Nobody needs to tell them to go, they ask nobody's permission.  Boats, helo's and planes in the area Monday afternoon and going 24hrs/day since.  This was staged with directives from very high in the command structure.  Probably Chertoff himself.

  Were those security helicopters I saw?  Were they medical?  Were they props???  Did they not ground all flights, but just essential ones?
