the research organization that obtained the document through the Freedom of Information Act described it as propaganda planted overseas that inevitably made its way back to the United States....
The document, marked "secret," was titled "Information Operations Roadmap," and laid out the need for the Pentagon to improve its capabilities in psychological operations, electronic warfare, military deception and other areas....
It's the collateral damage theory of propaganda," said Thomas Blanton, director of the National Security Archive at George Washington University in Washington.
The document stated that "information intended for foreign audiences, including public diplomacy and PSYOP (psychological operations), increasingly is consumed by our domestic audience and vice-versa."
Could this be true? Could American citizens at home have consumed dangerous Pentagon propaganda intended for foreign brown-skinned folks? (insert dramatic music here)

Information used in psychological operations "will often be replayed by the news media for much larger audiences, including the American public," it stated.
"The likelihood that PSYOP messages will be replayed to a much broader audience, including the American public, requires specific boundaries be established," the document stated.
Some in the Pentagon, Rummy's guys, say this isn't a problem because all the information being given out is "truthful".
Uh ..... sure, Rummy, we'll swallow that .....
Others in the Pentagon (who Rummy will soon probably force into early retirement), say it's a real problem.
You can bet our "news media" doesn't give a crap. Their attitude is "hey, it comes from the Pentagon? Then it must be true! Let's report it as fact!"
Oh well, I'm sure it's fine, since spreading propaganda for consumption by the American public is illegal:
The document noted that psychological operations were restricted by both Pentagon policy and presidential executive order from targeting American audiences and news organizations, as well as U.S. military personnel.
And we know the Bush administration would never EVER do anything illegal. Even though we know their psyops people are capable of things like making fake audio and videotapes.
Even though we know they paid newspapers in Iraq to print pre-fabbed stories.
Even though we know they paid people right here in the U.S.A. like Armstrong Williams to do the same ....
