As part of an ongoing series , I have been keeping track of the playing field leading up to the 2006 Elections, and ranking the races in terms of likelihood of success. Today, I will update the Dem seats and repost the GOP seat rankings from Friday in order to provide the complete picture. These rankings take into account district makeup, challenger and incumbent strength, scandal, and fundraising (the final 2005 reports are finally out). The rankings come from a mathematical formula but is subject to tinkering based on my own gut feelings.
The formula is derived by averaging the Dem share of the two-party vote from the 2000 and 2004 Presidential elections in each district (adding one point for 2004 because it was a 51-49 race instead of a 50-50 like 2000), averaging that number with the Cook Political Report's District Partisan Index figure. Then, for 2006 incumbent-challenger races, I add the average of the Dem share of the 2004 and 2002 Congressional races. For open seat races, I instead double the district makeup number I described earlier. Then, I add anything from -5 to 5 based on my view of the fundraising picture on each side. Then, I add or subtract points (up to 15) for scandals. Next, I add two points for races involving freshman incumbents and seven for open seats (subtracting those numbers in the case of Dem-held seats). Finally, I add (or subtract in the case of Dem-held seats) 0-5 points based on challenger profile (i.e. statewide elected officers and good celebrities get 5 points, ex-Congressmen and state legislative leaders get 4, state legislators get 3, mayors and the like get 2, and repeat nominees get 1).
Today, to save space, I will list each race, the major candidates, and their fundraising totals but save the commentary.
In summary, my lists include 87 GOP seats and 42 Dem seats. These take in both races in evenly balanced districts with weak challengers and races in traditionally safe districts where there are particularly strong or well-financed challengers. Both categories are major longshots. Recruiting is still going on in the 47 states that have not yet had filing deadlines, so this field could still expand. By the end of this month, the field should basically be set.
For ease, I have attempted to assign the races to three tiers. The first are races where the non-incumbent party has a near-even or better chance of winning. The second tier are races that will be very competitive, but a win by the challenger party would be a distinct upset. The third tier are the longshots, but ones that have at least one of the following components: open seat with candidates on both sides, embattled incumbent, swing district, strong or well-financed challenger.
There are four races where I'm not sure whether challengers are in or not (I've gotten conflicting information). I am assuming that they are. These are '04 nominees Nancy Boyda (D-KS 02) and Jack Davis (D-NY 26), and state Reps. LaVar Christensen (R-UT 02) and Jack Quinn III (R-NY 27). Any info clarifying the position of these candidates is appreciated.
