This unfortunate pronouncement is self-evident.
Bush has in essence declared a military dictatorship on the nation, with his signing statement on the bill that reauthorized the Patriot Act.
Dictatorship by the virtue of his claims to extra-constitutional powers as expressed in that signing statement as well as the earlier one on McCain's anti-torture measure. And military because of his claims of "war powers" as applied on the domestic soil as well as administation's claims of security clearances in evading questions on wiretaps.

It is imperative that the senate and house Democrats hold an emergency joint caucus, and draft
article(s) of impeachment along the following lines for introduction in the house:
Case for impeachment
The Charges: Bush violated his oath of office in which he said that he will protect the constitution, by intentionally circumventing the law by which he is not only failing to protect but is in fact subverting the constitution. These constitute extraordinary "high crimes".
Exhibit A: Declaration of intent:
- signing statement for the anti-torture bill
- signing statement for the bill reautorizing the patriot act
Exhibit B: Evidence of circumventing the law: authorization of the wiretaps program which circumvents and violates the FISA statute
All members of congress, regardless of their party affiliation, must uphold their own oaths of office and impeach and convict this administration on these charges, for otherwise, democracy stands in peril.
