I think it can be argued that statewide referenda on social issues, like Defense of Marriage (DOM(tm)), English-only legislation, right to (life/death) contributed to a larger turn-out for the Republicans, exhorted by their peers and pastors to stop watching 700 club re-runs and get to the polls.
How can Dems similarly stimulate our marginally enfranchised, politics-fatigued folks (All Politicians are are crooks, anyway, nothing changes, why vote?)
What issues in your state region would resonate with this population, and get them to the polls? (without over-energizing the right).
Some ideas.
-Legalize hemp culture (I mean agriculture)?
-Name a state landmark after a popular culture figure?
-Affordable post-secondary education?
-Statewide Health Care plan?
-Subsidized mass transit for students and seniors?
-State Holiday to honor a favorite son/daughter?
