isn't. From the

More than 100 Orange County residents who thought they were simply signing petitions to cure breast cancer, punish child molesters or build schools were duped into registering as Republicans, an Orange County Register investigation found.
People at shopping centers were "begged and cajoled" to sign petitions on hot button issues like punishing child molesters. They were then asked to also sign a voter registration card, saying they were Republican because the petitions were "Republican-sponsored".
The man behind the scheme is Christopher Scott Dinoff, who took 13,000 blank voter registration cards from the OC registrar. Dinoff has since been fired but it's clear he was paid by the number of voters he signed up. One of the college students that Dinoff hired to get these petitions slash registration cards filled out, Sean Dailey, said he was told he could make up to 15,000 dollars per week.
One more detail:
The registration drive was concentrated mostly in the heavily contested 34th Senate District, where the GOP is beefing up its ranks to challenge the Democrat incumbent.
