Senators Collins (ME-R) and Lieberman (CT-Heh) have completed a committeee review and
concluded that FEMA has been so poorly managed over the last N years that it must now be abolished and the nation must start from scratch in preparing for natural disasters.
The first and most obvious question is, "How many years is N?" Did the agency -- created in 1979 -- start falling apart in the eighties, or the nineties, or in this century? Critics from both parties have given James Lee Witt high marks for his management of the agency -- does its failure come after that?
That would mean, George Bush destroyed the agency. Collins and Lieberman have been remarkably silent on the timeline.

The first big question is: How many other government agencies have been destroyed during the Bush Administration?
Is the CIA still functional? Or do we have to throw it out too, and start over?
Is NASA still functional? Or has the abandonment of the Hubble telescope and the crony culture destroyed it?
Is the FDA still functional?
Is the National Guard still functional? Or have stop orders destroyed its ability to recruit and retain qualified personnel?
Is the Army still functional? The Navy, which is now being assigned landside duties in Iraq?
But the big question, Senators Collins and Lieberman: Once you have determined that the nation's most critical infrastructure is falling apart because of mismanagement, incompetence, corruption, and dishonesty on the part of the current administration -- what will you do?
If FEMA fell apart since Witt's tenure, George W. Bush has failed to protect the United States. What will you do?
