These deadline for the issuance of the cards was more than two years ago. Eric Lipton has the story in Sunday's New York Times. It's as juicy as anything the good Colonel ever served up, with nepotism, junkets, lobbyists, profiteering, waste and delay (No, not Tom Delay, not yet anyway).
Please read the article. Mr. Lipton is an economical writer whom I find difficult to condense. He's done a good job of reporting a "routine scandal", which is, alas, no longer an oxymoron.
