Mexico tense ahead of key speech

Hundreds of riot police have surrounded Mexico's Congress building ahead of a speech from the outgoing President, Vicente Fox.
They are on guard against thousands of supporters of the left-wing candidate, Andres Manuel Lopez Obrador.
Some of his party's deputies have threatened to disrupt Mr Fox's speech inside the chamber.
Mr Lopez Obrador claims he was robbed of victory by massive fraud in the recent presidential election.

In steel-capped shoes, body armour and helmets, the security forces make an intimidating sight around the heart of Mexico's democratic institutions.
Without the right credentials, you now cannot get within a kilometre of the main congressional building.
Demonstrations
Mr Lopez Obrador has led a month-long campaign of street demonstrations, claiming the election was riddled with fraud.
Earlier this week the nation's top electoral court threw out those claims, but that has only served to heighten the sense of political crisis here ahead of Mr Fox's final state-of-the-nation speech to congress in a few hours' time.
So far, the street protests have been largely peaceful and Mr Lopez Obrador has said he does not want his movement to turn violent.
But with legal and constitutional options now closed to him and his supporters, the risk of confrontation may be higher.
