Article 1, Section 2: The Number of Representatives shall not exceed one for every thirty Thousand, but each State shall have at Least one Representative.
Our Founding Patriots created the House of Representatives to be the "People's House" (remember We the People?) and the Senate to represent the States.
They understood wisely that no single person could represent a huge community. I suggest we return to that wisdom by recreating the House they envisioned, but in modern terms.
A return to "one for every thirty thousand" would mean about 10,000 members in the House of Representatives for our nation of 300,000,000 people. This amount would certainly have been impossible to manage in the past, but I think it can now be done.
Imagine that you, yes you, wanted to represent your community of 30,000. Wouldn't it be possible for you to campaign for two months in the schools, churches, and social clubs of your community of 30,000? Would you need lots of money to do so? I think not, and that's my point. Ordinary people (We the People) would once again have a vote in our government's proceedings.
In modern terms, this could be managed using the Internet for debate and voting, meeting in a small stadium or arena for special events (the State of the Union Speech, for example), and those few members who serve on committees would still meet in Washington to do their face to face business when necessary. Otherwise, Representatives stay largely at home, doing their jobs and talking to their constituents rather than to lobbyists.
The Senate would still do its Statesman-like thing, but the rabble will run the House, just like the Founders intended.
