On the face of it, I agree that simply counting the number of bills passed is a very poor metric of what a legislative body has accomplished. Especially in light of recent revelations that one-quarter of all bills passed by the 109th involved the naming of public buildings and property. In fact, I'm sure we can all think of legislation we wish hadn't passed in the last session of congress.
