RTÉ News understands that the Taoiseach, Bertie Ahern, has been told the content of today's expected statement from the IRA and is broadly happy with it.
The Irish and British governments are thought to be anticipating that the IRA will announce that it intends to pursue its aims purely through peaceful means.
Government sources believe that the IRA is likely to release its statement in mid-afternoon.
Mr Ahern is due to return to Government Buildings from Galway this afternoon, while the Minister for Foreign Affairs, Dermot Ahern, is returning from France to monitor developments.
Meanwhile, unionists have claimed there has been a setback to the peace process with last night's release from prison of the Shankill bomber, Sean Kelly.
Last night, the DUP MP, Jeffrey Donaldson, said the decision to release Kelly was purely a political decision that would have consequences for the political process.
The DUP leader, Ian Paisley, is set to demand an explanation for the action when he meets the Northern Secretary, Peter Hain, in London later today.
The Northern Ireland Office has explicitly linked Kelly's release to the expected IRA statement.
