As I mentioned yesterday, I was in the midst of drafting articles of impeachment against Michael Chertoff and Mike Brown. Here's a draft: comments welcome.

Resolved, that Michael Chertoff, United States Secretary of Homeland Security, is impeached for high crimes and misdemeanors, and the following articles be exhibited to the Senate:
Articles of impeachment exhibited by the House of Representatives of the United States of America in the name of itself and of the people of the United States of America, against Michael Chertoff, United States Secretary of Homeland Security, in maintenance and support of its impeachment against him for high crimes and misdemeanors.

In his conduct while Secretary of Homeland Security, Michael Chertoff, in violation of his oath to well and faithfully discharge the duties of the office of Secretary of Homeland Security and in disregard of his duty under the Homeland Security Act to exercise direction, authority and control over the Department of Homeland Security, failed to respond in a timely manner to the events resulting from the destruction of levees around New Orleans, Louisiana despite numerous requests for assistance from municipal, parish and state officials.
In doing this, Michael Chertoff has brought disrepute upon the United States, has betrayed his trust as Secretary of Homeland Security, and has acted in a manner grossly derelict of his duties, to the manifest injury of the United States.
Wherefore, by such conduct, Michael Chertoff warrants impeachment and trial, and removal from office.

Using the powers of the office of Secretary of Homeland Security, Michael Chertoff, in violation of his oath to well and faithfully discharge the duties of the office of Secretary of Homeland Security and in disregard of his duty under the Homeland Security Act to exercise direction, authority and control over the Department of Homeland Security, knowingly, willfully and without lawful cause or excuse refused to permit the American Red Cross and the Salvation Army to deliver aid to the New Orleans, Louisiana area.
Michael Chertoff, by not allowing the Red Cross or the Salvation Army to enter New Orleans, caused undue and unnecessary pain and suffering to the people of the New Orleans area who did not have the means to evacuate the area.
In doing this, Michael Chertoff has brought disrepute upon the United States, has betrayed his trust as Secretary of Homeland Security, and has acted in a manner grossly derelict of his duties, to the manifest injury of the United States.
Wherefore, by such conduct, Michael Chertoff warrants impeachment and trial, and removal from office.

Using the powers of the office of Secretary of Homeland Security, Michael Chertoff, in violation of his oath to well and faithfully discharge the duties of the office of Secretary of Homeland Security and in disregard of his duty under the Homeland Security Act to exercise direction, authority and control over the Department of Homeland Security, willfully, knowingly and without lawful cause or excuse refused to permit officials of Jefferson Parish, Louisiana to accept delivery of three truckloads of water provided to the parish by Wal-Mart Stores, Inc. even though no parish in the New Orleans area had a clean source of drinking water.
Michael Chertoff, by not allowing Jefferson Parish officials to accept delivery of the water, caused undue and unnecessary pain and suffering to the people of Jefferson Parish.
In doing this, Michael Chertoff has brought disrepute upon the United States, has betrayed his trust as Secretary of Homeland Security, and has acted in a manner grossly derelict of his duties, to the manifest injury of the United States.

In doing this, Michael Chertoff has brought disrepute upon the United States, has betrayed his trust as Secretary of Homeland Security, and has acted in a manner grossly derelict of his duties, to the manifest injury of the United States.
Wherefore, by such conduct, Michael Chertoff warrants impeachment and trial, and removal from office.

Using the powers of the office of Secretary of Homeland Security, Michael Chertoff, in violation of his oath to well and faithfully discharge the duties of the office of Secretary of Homeland Security and in disregard of his duty under the Homeland Security Act to exercise direction, authority and control over the Department of Homeland Security, willfully, knowingly and without lawful cause or excuse directed the disconnection of emergency communication lines being used by officials of Jefferson Parish, Louisiana.
Michael Chertoff, by directing this disconnection, seriously impeded the ability of Jefferson Parish officials to communicate with each other and coordinate relief efforts.
In doing this, Michael Chertoff has brought disrepute upon the United States, has betrayed his trust as Secretary of Homeland Security, and has acted in a manner grossly derelict of his duties, to the manifest injury of the United States.
