Missouri's 9th District Race
The 9th District covers most of Northeast Missouri and it has a competitive past. Until the current Congressman, Kenny Hulshof(R) was elected, this District was represented by a socially conservative (anti-choice) economically populist New Deal, Dixiecrat type (Harold Volkmer).
The District was redrawn after the 2000 census to make it safer for the Republican incumbent. Bush carried the District (as it is currently drawn) 55-42% and it has a partisan index of +7 Republican (which means it would typically lean 57-43 Republican).
This will be a very steep uphill battle to unseat the incumbent Republican, but it is not an impossible battle. This is a District where lightning can strike.
Boone County, which includes the relatively progressive university town of Columbia, makes up about 20% of the district's population. This area is a good fundraising base for a liberal Democrat like Jacobsen who could also benefit from Emily's List if she can show fundraising prowress early.
In past elections, the Democrats have been trounced by Hulshof because they have often put up socially conservative "dud" candidates who couldn't raise money from the affluent liberals in Columbia, who were understandably reluctant about donating to anti-choice Democrats.
The remainder of the District is mostly rural and more conservative (but ancestrally Democratic). However, the rural areas have been hard hit by Bush's economic policies and they maybe in just the right mood to revolt against the Republicans. In addition, the war has not been popular in this area.
I personally canvassed in rural Calloway and Macon Counties for Howard Dean this winter and was stunned by the disdain in which many of the folks in these conservative communities had towards Bush--particularily in Macon where in 2000 he pulled about 70% of the vote.
To be sure some of the disgust with Bush was directed in a sort of xenophobic anti-immigrant vein, but by in large, the big message was "we are getting screwed here in Macon and we want somebody to do something about jobs and health care, etc.". I couldn't sell too many people on Dean in the primary, but they were more than willing to support Kerry, Edwards or Gephardt over Bush and weren't shy about saying so.
The bottom line is that Jacobsen, by having the courage to take principled liberal stands on a variety of issues, puts herself in a position to give the incumbent headaches.
Her winning coalition could be an alliance of affluent liberal voters from Columbia and the pissed-off economically downtrodden rural vote from the rest of the District. Its a tall order, but with a little cashflow, this District could be put into play and put Bush's Missouri spokesperson on the defensive to keep his Congressional seat.
