I worked for the military at a base in the mid-West and there was an "occasion" (and I use that term loosely) when we were visited by big Dick Cheney. My boss (a Colonel) had to "order" people to go to this briefing - no one wanted to attend. He asked if I'd like to attend and I told him I'd rather have a root canal! Prior to the big day, the soldiers who were "chosen" to attend, had to attend a briefing and the "questioners" were also chosen. I don't know if the questions were cleared but I do know it was a dog and pony show. Traffic was stopped coming on base and leaving base for hours prior to Cheney's arrival and after his departure.
Consequently, every time I see either our fearless leader or his second appear with the troops, I know most of those guys were ordered to be there and aren't happy about it. But that's the only way Bush and/or Cheney can appear to have the support of the troops.
This muzzling of the troops at Fort Benning is not surprising!
