I was reading a diary about writing to your rep/sen

and I started to wonder. Is it better to send a letter to their Washington office, where it will be counted, but probably not read or to their local office?
In my case, I have talked to Sen. Kohl's local representative several times, making it quite clear that I wanted him to be more active and less behind the scenes on Bush's war and power grab. Due to that contact, I thought that I would have more impact locally and sent it to Eau Claire instead of DC.
But in this I will defer to the more knowledgeable, which my wife will confirm is a rare circumstance. Is it better to write to a Washington DC office or to a local one?
