A couple of weeks ago I posted this diary which suggested that the Carol Lam investigation into Wilkes and Foggo was potentially explosive for the Vice President.

This was all inspired by pondering the question, Why did Cheney buy Duke the Duke-stir?
It didn't make sense at first because it's not like he's a defense contractor looking to have contracts steered his way. But then I realized there was a much more logical reason. To create a slush fund for his own black ops.

How it might have worked is this. Through his position on the defense appropriations subcommittee, Cunningham was able to push through budget items that eventually funded cheney's OVP black ops program. The specific line items were buried deep within the CIA black budget where very few have the clearance for oversight. Once Duke put the money in place, Dusty Foggo took over and made contracts with Mitchell Wade and others. From the treasury to the CIA's (legal) black budget to Wade to cheney's (illegal) black budget.
At least that was my original thinking. What I saw as the biggest weakness in this theory was the absence of stories about suspicious things happening related to cheney's office. And then yesterday that fell into place with this this story story about Pakistani fighters in Iran. It was sourced from this story from ABC.
A Pakistani tribal militant group responsible for a series of deadly guerrilla raids inside Iran has been secretly encouraged and advised by American officials since 2005, U.S. and Pakistani intelligence sources tell ABC News.
The group, called Jundullah, is made up of members of the Baluchi tribe and operates out of the Baluchistan province in Pakistan, just across the border from Iran.
It has taken responsibility for the deaths and kidnappings of more than a dozen Iranian soldiers and officials.
U.S. officials say the U.S. relationship with Jundullah is arranged so that the U.S. provides no funding to the group, which would require an official presidential order or "finding" as well as congressional oversight.

I suspect the appropriate question is not WHETHER cheney's office is funding them, but rather, HOW. My bet would be via one central bagman - most likely Mitchell Wade given his history with cheney.
And YES, this is ONLY A THEORY! I am connecting dots here. I do not have the budget of an investigative reporter, nor, it appears, does anyone else in this country anymore. As more develops that may be related I will update.
