Just visited the New Tampa, FL post office and there were volunteers from a local church, the North Pointe Church (www,thenpc.org), standing on USPS property and passing out free stamps affixed to church business cards. Is this legal?
The following is printed on front of the card:
"RANDOM act of KINDNESS
to show God's love in a practical way"

The back of the card contains the church contact information, meeting times, and a map of the location of the services. The church makes no secret of this activity, using the main page of its website (www.thenpc.org) to seek volunteers for the tax day stamp giveaway.
It didn't really register with me until I overheard a woman complaining to the USPS supervisor while I was standing in line. The supervisor informed the woman that the decision was made to allow the church's solicitation by the postmaster and that she would be happy to provide the woman with the postmaster's contact information.
Is this a legal use of USPS property? And if not, what can be done?
(P.S. It should probably be noted that this is a suburban stand-alone post office facility and so there are none of the common sidewalk issues of a shared commercial space.)
