When National Review Online's darling from 2002 Governor Bill Owens of Colorado begins to advocate new spending or tax increases, you know conservatism has failed. First Bob RIley, then Mitch Daniels, Bob Taft, Sonny Perdue, Kenny Guinn, and now Bill owens.
The list of "low-tax, limited-government advocates who have found those principles hard to hold onto amid a sluggish economy and a sharply diminished flow of federal money to the states" is growing. They could learn from Virginia Governor Mark Warner who turned decades of deficits under terrible GOP executive control into a large surplus. Although he needs major help in front of the camera, I hope he can pick up that skill and somehow be our nominee in 2008.
