James Carafano is on
C-SPAN representing the Heritage Foundation's spin on the state of Iraq. Brian Lamb asked about the $9 Billion lost by CPA. He said it was understandable that money would go missing during a war and in the increasing terrorist attacks. We shouldn't expect an accounting for it.
Blames the failure to foresee an insurgency on bad planning -- see we won the war too quickly, and were not prepared to occupy so soon. Regardless, Iraq is better off than Germany was in the same period of time. No shit! Didn't we obliterate half the urban areas in Germany? 6-month non-stop bombing of major urban centers is much different than 1 week of smart bombing.
Oh, we didn't understand the state of infrastructure because Saddam didn't share the plans! WTF?
Anyways, he doesn't seem like much of an expert on Iraq, since he is the Homeland Security guy at Heritage. He seems to be an expert at explaining away missing money. http://www.heritage.org/Research/HomelandDefense/wm697.cfm

[editor's note, by Kudos] $9 Billion is $35 from every citizen's pocket in the US!!! How much was this adventure going to cost according to Wolfowitz? "$10 billion to $100 billion." So, if we look at the low end of his fudgery, we have lost 90% of the funding -- but who cares?!
