The Congress is controlled by special interests, and the last thing those interests--or most anyone trodding the streets of Washington D.C.--want to see happen is the U.S.A. holding a national convention on authority of Article V of the Constitution.
In terms of political science, in order for such a convention to take place, the idea must be popularized. This can be done by bringing together 100 college kids, plus one parliamentarian--copy of Robert’s Rules of Order in hand--and have them carry out the convention clause. If that was produced for a feature documentary, it would beg the question--well why don’t we hold a real convention? If the kids can do it, let’s do it to for real!
Having made a couple of documentaries, I know that once you set down parameters, incredible things can emerge--things you had no idea were there. I have the dates and venue set (6/30-7/4, Arlington, Virginia). I have a list of college kids from all over the country who are ready to participate.
If we get the funds, the documentary would of course include all the human interest stories, maybe a scene of some of the delegates walking across the Key Bridge into Georgetown, have a beer in a pub with some member of Congress, or some Capitol Hill staffers, etc.
It has the potential to be a remarkable film. And if the goods were captured, and viewers fell in love with American youth doing a very American thing, it has a chance to become a part of pop culture. Such a documentary has never been made.
In terms of a business investment, if the film is done right, it has the potential to get picked up for distribution. If it breaches into the mainstream, the returns could far outweigh the investment.
