The Ohio recount is not going to happen until after the election is certified, as I understand it. What happens if it is shown that massive fraud in the tabulating happened. After all, the exit polls did indicate at 12:21 am on Nov 3rd that Kerry would win with 51 (pre-weighting) or 52% (post-weighting) of the vote.

from their paper balloting final count (this according to the article).
So, if it turns out in a recount that Kerry won Ohio, but it is AFTER the certification, what happens then?
