Florida and Michigan are part of the popular vote, regardless of whether their delegates are seated. As such, Hillary Clinton is ahead in the popular vote. CNN reported that…
If Michigan and Florida are counted, Clinton is ahead by 100,000 votes -- 15.1 million to Obama's 15 million. Without those states, Obama has a 500,000 vote lead, 14.4 million to 13.9 million.

Clinton stated that she has received more votes than any Democrat presidential nomination candidate in U.S. history. Michigan’s and Florida’s populations are 10% of the U.S. population and their votes should count in the Democrat nomination contest. Plus they are swing states so if their voters are treated unfairly they may be less likely to vote the way the DNC would like them to vote in the general election.
Whatever punishment the DNC chooses because of some states breaking rules regarding the schedule, the voters were not responsible for that so they should not be punished. The DNC should grant suffrage to every Democrat and include a clause in their rules that safeguards members’ right to vote. The primary reason they should do this is to uphold the meaning of our party’s name: democracy.
The popular vote statistics cannot be true unless they include the votes of Florida and Michigan voters. As Senator Bill Nelson of Florida stated, “The vote is the vote. It is what it is.”
