This is a simple, almost obvious requirement for being President of the U.S.A., but one that has never before been so necessary. If you are going to pledge to "preserve, protect, and defend the Constitution", you have to prove that:
a) You have READ the United States Constitution, and
b) That you UNDERSTAND it.
For too long, this has been assumed. But after GWB and upon hearing McCain's recent statements on BOUMEDIENE ET AL. v. BUSH, it can no longer be assumed.
How and when to force candidates to take this test? I'm open to ideas.
