CNN reported last night that Colombia's military used Red Cross symbols during Ingrid Betancourt's rescue. The report appears have been published at about 10 PM last night.
The story reports about a video that an unidentified military man was trying to sell to CNN. CNN did not buy the video but the video was shown to them. Symbols of the Red Cross could be seen, but since they do not have the video they are not swearing by it. They may have used the logo of an humanitarian NGO from Spain also.
If the report is true, the use of Red Cross symbols qualifies as a war crime according to the Geneva Conventions.

UPDATE: Colombian Government admits using Red Cross vest
Uribe stated that in the course of the operation "a nervous officer" used a vest with the Red Cross symbol... and added that in the operation it was never intended to impersonate any international humanitarian organization.
"The officer’s name will be kept confidential to preserve his life and we do not want to affect his career."

UPDATE 2: Members of Uribe's government met with the International Committee of the Red Cross.
Uribe said "I assume responsibility. We will ask the officer to have courage and ask his companions in the mission to forgive him".
The minister of defense, Juan Manuel Santos said "This was asked to Betancourt, who said she did not see any simulation of these symbols."
