Why would anyone think that allowing increased drilling would lower gas prices substantially? Every single advocate of this idea admits that it will not affect the oil market for years and years. Even if we could suddenly install a tap tomorrow and turn it on, who would own that oil? The American People? The Residents of the State..? Bollocks!
The Oil Company that drills here, owns now. Oh, there may be some incentives to do business locally. After all, look at the transportation costs now a days. However, if more money can be made selling on the world market rather than keeping gas under $4.00 a gallon, that's capitalism baby.
