This will be short because the story is short.
Politco's Mike Allen is reporting today that:
Three weeks before Election Day, Sen. John McCain (R-Ariz.) on Monday is unveiling what his aides call a more forceful new stump speech in which he portrays himself as a scrappy fighter on the comeback trail against an opponent who’s already "measuring the drapes" in the Oval Office.
However despite promising something new McCain seems to be still delivering teh same old as excerpts released by campaign are attacking the democrats (namely Pelosi and Reid along with Obama) in the same old ways. Namely McCain's still going on about how they're going to raise your taxes, steal your vote, concede deafeat in Iraq and so on.
It's really rather sad, though McCain allies are insisting that this is some sort of reboot, that the 'old John McCain is back' (paraphrasing) but as Mr. Allen himself notes:
But it’s more like hitting the panic button. McCain is appearing Monday in Virginia and North Carolina – two states that are usually safe for Republicans in presidential races, and that he should have put away long ago. But Sen. Barack Obama (D-Ill.) is pouring visits and staff into the former Confederacy, and he has caught McCain in many Southern polls.
It seems McCain has finally caught on though that not only is the GOP indeed on fire but it's in danger of collapsing. Though some how I doubt this latest change will actually do much as they McCain campaign is still flailing around.
As noted by Mr. Allen who mentions also that McCain was going to release a new economic plan. That is till he came up with this reboot idea instead apparently
It's interesting to note that Mr. Allen notes:
The McCain campaign is beset from all sides. William Kristol, the influential conservative commentator, has a column in today’s New York Times with the headline "Fire the Campaign" and the lead: "It’s time for John McCain to fire his campaign. He has nothing to lose. His campaign is t.otally overmatched by Obama’s."

small update
Nate @ 538 is running a similair story you can find it here about how the Drudge Report might be trying to aid the McCain campaign in such a reboot.
Myself personally I think this will still come across as erratic but then again who knows
